There are over 30, out of hospital cardiac arrests every year in the UK, and devastatingly only 1 in 10 survive. Every minute without CPR or defibrillation can reduce a person's chance of surviving a cardiac arrest by around ten per cent. Every second counts, and CPR really is the difference between life and death. I'm supporting first aid skills on the school curriculum as a vital part of the PSHE curriculum.

The chance of surviving is almost zero if people collapse and receive no bystander CPR until the emergency services arrive. Thousands of deaths could be prevented if more people learn CPR.

Both Kevin Hollinrake's Parental Bereavement Bill, which will give employed parents two weeks paid leave if they lose a child under the age of 18, and Chris Bryant's Assaults on Emergency Workers Bill, which will create a new offence of assaulting an emergency worker, have progressed to the Committee Stage unopposed.

All Bills must pass through several stages, in both the Commons and the Lords, before becoming law. Most primary legislation passed by Parliament originates from bills introduced by the Government.

Both of the Bills heard today were presented to Parliament through the ballot procedure. As there is enormous pressure on the time available for debating bills introduced by backbench Members, priority in the use of this time is established by a ballot held shortly after the beginning of each parliamentary session. Creating a new offence of assaulting an emergency worker sends a clear message that this will not be tolerated, whilst granting bereaved parents paid leave is a compassionate, necessary policy that may go some small way towards making an awful situation more bearable.

I'm glad the Bills are progressing so well through parliament, and look forward to seeing them enter law. Caroline leant her full support to the Council's funding bid, which was submitted over the summer. Funding will be awarded through the Department of Transport's National Productivity Investment Fund, which aims to ease congestion, provide upgrades on important local routes, and unlock economic and job creation opportunities. Hampshire County Council is one of a number of local highway authorities in England which have been successful in bidding for funding.

Customer survey results have reinforced this success, and First now operate Eclipse services every five minutes in each direction along the busway. This will build on the significant improvements the busway has already delivered. Historically, the Gosport peninsula has suffered from chronic underinvestment in transport infrastructure, and while there is still more to do I am glad that much needed progress is being made'. Having already emphasised the benefits of a direct rail link in a letter to the Transport Secretary, Caroline followed up by arranging for Hampshire MPs to collectively make the case for southern access.

This would put an end to her Gosport Constituents having to travel into London or via an infrequent bus connection from Woking to access the airport. By providing an alternative London terminal to Waterloo, the development would also provide much needed capacity relief at peak periods.

Both values are much higher than the 4. The Transport Secretary said he was aware of the need for direct southern access to Heathrow, and assured Hampshire MPs of his commitment to finding a solution to the current problems. He suggested that the Department for Transport is currently doing some financial modelling on the situation and is likely to explore a range of possible options early next year.

A direct rail link from the South would benefit both the local and national economy, ease congestion, deliver reliable journey times and reduce air pollution, by taking cars off the roads. The Transport Secretary was aware of the need for southern rail access to Heathrow, and encouragingly receptive to our views. I will continue to follow this important matter closely. The Brexit negotiations are the most important negotiations our country face.

The Conservatives want to move negotiations on from discussing withdrawal issues to talks about the substance of the future relationship we want with the EU. This will cover, for example, the rules our businesses trade under, the way the police work across borders to keep us safe, and how we get control of our borders.

Last week the European Parliament passed a non-binding motion to hold back talks on the future relationship. That means negotiating the best deal for families and businesses in Gosport and across the UK. They need to explain to people in Gosport and across the South East why they voted against our interest and to delay talks. Drama students from Bay House School visited parliament to perform the original play, 'How to be a Girl!

Caroline Dinenage MP arranged the event having seen the play performed earlier in the year. Staff from the Government Equalities Office, which sits within the Department for Education, were so impressed they invited the cast to return to London to perform at the Department. The performance also won praise at this year's Totton Festival of Drama, where it was awarded the Trant Trophy.

The play, which was written by former writer in residence at Bay House School, Zella Compton, takes a darkly comic look at media pressure for young women to look and behave a certain way. It is presented as a magazine, and also offers a satirical peak between the covers of How to be a Boy!

The script throws into painfully sharp relief the negative impact of media messages that generate and exploit young women's insecurities. It's unsettling in a really productive way, forcing the audience to confront uncomfortable facts about the way modern society operates. I was really proud to welcome my colleagues to the performance, and am thrilled they were as impressed as me. The cast did fantastically and I'm really grateful for the hard work of everyone involved'.

The news released from BAE this morning is distressing and my thoughts are with those affected by the potential job losses in the Portsmouth area. In light of some recent failures to secure valuable contracts, BAE state restructuring and redundancies may be vital to ensure the company is sustainable moving forward.

BAE have told me that most of the possible job losses would be in white collar, management roles. They are confident that a good number would be achieved through voluntary redundancy and that compulsory redundancies would be kept to an absolute minimum.

They would also be planning to see staff retrained and redeployed within their own business. I have spoken to Harriett Baldwin the Parliamentary Under Secretary of State and Minister for Defence Procurement to seek her support for our local area as these changes take place.

This came in the wake of the announcement by the Ministry of Justice that the Haslar Immigration Removal Centre was planned for disposal. For centuries the Gosport Peninsular has played a key role in serving the armed forces, and particularly the Royal Navy, with the facilities to accommodate, train, feed, equip, arm and prepare for their vital roles.

I will continue to fight the closure of HMS Sultan and plot the best future for other Government disposal sites in Gosport. The Offer aims to raise awareness of the support available to small businesses when employing a person with a long-term health condition or disability. Janeene Ashcroft-Coe is the new Small Employer Adviser for Hampshire and the Isle of Wight who will work with local Small Businesses and work coaches to provide support, ensuring everyone can have the chance to fulfil their potential.

The Small Employer Offer is a voluntary programme that has been designed to increase local job opportunities for Employment and Support Allowance and Universal Credit claimants who have a Limited Capability for Work. The scheme would offer direct services from Basingstoke to London Paddington and Old Oak Common via Heathrow, providing not only access to the airport but also a vital link to HS2 and the Elizabeth Line.

The proposed route is in a short section of tunnel from the west end of Terminal 5 station, then mainly on the surface parallel to the M25 to a junction north of Chertsey. Construction of the new infrastructure could be developed with minimal impact on existing railway operations. Construction would be privately financed, helping to free up public sector funding to bring forward other important transport projects. Hampshire has long called for better rail services to Heathrow, and I hope HSR's exciting proposals will be given very serious consideration.

A highlight in the PSA's calendar of activities to engage young people in the study of politics, the annual film competition, sponsored by YouGov, is open to post students who will be studying during the academic year This year's competition asks students to explore the question: Is this the end of facts? Groups of students are invited to submit short videos on this subject, examining what fake news is, what effect it may be having on the political landscape and what it means for expert opinion and 'factual' knowledge.

Shortlisted groups will be invited to Speaker's House in the Palace of Westminster to discuss the ideas raised in their video with a panel of politicians, journalists and academics.

Indicative data released by the Minister for Schools last week suggests the new National Funding Formula would see every school in the Gosport constituency attract a funding boost, with some schools attracting up to 7.

The reforms will help to ensure that every child has access to the high quality education that they deserve, regardless of where they live, alongside providing transparency and greater predictability. The new National Funding Formula will redress historic inequalities which have seen similar children in similar schools attract significantly different levels of funding. The final funding formula, outlined in a statement to the House by the Secretary of State for Education, will increase the basic funding that every pupil in every school will attract.

Further to this, it will:. The Government will also high needs funding, which supports our most vulnerable children, and ensure that this is distributed in line with a broad measure of deprivation to include all of those who are likely to need extra help. To provide stability for schools through the transition to the National Funding Formula, each local authority will continue to set a local formula which will determine individual schools' budgets in their areas, in and , in consultation with local schools.

The school-level allocations from Government will therefore be used to set the total funding available for schools in each area.

Hampshire County Council will continue to distribute this until I lobbied Ministers to protect school funding across Gosport when the National Funding Formula was first announced, and the reformed Formula really demonstrates that Government has listened to people's concerns.

One in eight women will face it in their lifetime, and every year around 11, women and 80 men lose their lives to the disease.

It's a fun and easy way to support Breast Cancer Now's vital research, and help stop breast cancer taking the lives of those we love. Gosport and Fareham based charity 'We Can Read', which helps adults develop their literacy skills, will now be operating a desk at the Jobcentre in Gosport High Street on Tuesday mornings, between 10am and 12 noon.

This will enable Jobcentre staff to refer non-readers on to 'We CAN read' directly, alleviating the anxiety many people feel waiting for their first appointment. The programme provides one-to-one coaching, and is ideal for anyone who has received inadequate reading tuition in the past. The organisation has been active for nearly six years, and has helped 70 local adults to read over this period.

Linda Curtis, who coordinates the organisation's Gosport-based volunteers, has described the partnership as 'a huge breakthrough' in tackling barriers non-readers face to securing employment. Improved literacy not only opens doors to employment, but also improves self-confidence and increases independence.

Taking the first step towards better reading skills can be daunting, so ensuring that support services are easily available is really important.

I look forward to following the progress of this exciting new partnership. Caroline Dinenage MP has welcomed the Government's ambitious new shipbuilding strategy, which will see billions invested in growing the Royal Navy over the coming decade. Reforms will transform procurement practices and help to develop a more sustainable and competitive shipbuilding sector.

The strategy will lead to more cutting-edge ships for the growing Royal Navy whilst also maximising export potential. Having not exported a UK warship since the s, the new ships will be designed to be attractive to navies around the world. The Government will launch a competition to design and build a new class of general purpose frigates, the Type 31e, five of which will be built in the first batch.

Each of these ships will cost no more than million pounds and will be built in Britain. The first is expected to be in service by The new strategy will enable a modular construction process which could see frigates built across different shipyards, before being assembled at a central site.

The plan will help boost jobs, skills, and growth in shipyards and the supply chain across the UK. The strategy document can be read in full, here. She recently won the vote to represent her fellow young people, and will be taking part in the Youth Parliament's annual debate in the House of Commons later this year. Since , it has been the only group other than Members of Parliament allowed to debate on the famous green benches of the Commons.

The 'Make Your Mark' campaign encourages young people between the ages of 11 and 18 to participate in a UK-wide ballot to decide the topics of the Youth Parliament's House of Commons debate, the outcome of which will determine the Youth Parliament's priority campaigns for the year ahead.

The ballot closes on Friday the 6th of October. Encouraging interest and engagement in democracy among young people is so important for the future of our country. The Youth Parliament is a tremendous organisation, and I will follow November's debate with great interest. I am keen to see sites such as Fort Blockhouse and the remaining section of Royal Clarence Yard released by the MoD in a way which will maximise local economic benefits, creating jobs and prosperity.

But I also took the opportunity to discuss alternatives to the proposed disposal of HMS Sultan and make a strong case to the Minister that its sale would be to the detriment of Gosport, the Royal Navy and the MoD. I am pleased to confirm that this relationship will continue. I am keen to see sites such as Fort Blockhouse and Royal Clarence Yard released by the MoD in a way which will maximise local economic benefits.

Local MP, Caroline Dinenage, has joined with Anthony Nolan to thank the people in Gosport who have registered with the charity as stem cell donors. The figure places the constituency in the top half of the UK out of in terms of the number of potential lifesavers registered in the area.

Young men aged are the most likely to be asked to donate to give someone with blood cancer or a blood disorder a second chance at life. The figures come from Anthony Nolan's Communities versus Blood Cancer campaign, which celebrates the people who have already registered as donors and raises awareness of the shortage of donors that still exists. Young men and people from black, Asian and ethnic minority backgrounds are underrepresented on the register, making it difficult to find a match for everyone in need.

In total, , people in the UK are on the Anthony Nolan register, any of whom could be a match for someone with blood cancer and asked to donate their stem cells to give a patient a second chance of life. Now, Caroline is encouraging more people from Gosport particularly men aged and people from black, Asian and ethnic minority backgrounds, to register as stem cell donors and make sure that a match is available for everyone in need of a transplant. Donating stem cells is straightforward but it could make an enormous difference to someone with no other chance of a cure.

For more information about Anthony Nolan, visit www. I share many residents concerns that there has recently been a worrying increase in crime and anti social behaviour in the Gosport area. I have been in touch with the Chief Constable and Chief Inspector to discuss this further and ensure that all possible action is being taken to address this issue. Some residents have conflated the situation with the closure of the Police Station.

However most local people will know that the Police Station has simply moved and is now co-located with the Gosport Borough Council offices. Hampshire Constabulary say this will mean there is better front desk provision and improved collaboration with the Council's Community Safety Team and more money to spend on front line policing.

They also say that the number of front-line police hasn't been reduced in this move. This may have had an impact on the number of rough sleepers in Gosport. Local MP, Caroline Dinenage, has undertaken the Disability Confident Summer Challenge to make the employers in her area more inclusive, encouraging them to sign up to the Disability Confident scheme and open up their workforce to disabled people.

In November , Caroline hosted a Disability Confident Event giving local businesses from across Gosport, Stubbington, Lee-on-the-Solent and Hill Head an understanding of why they should take on disabled jobseekers and the support available to them to do so. Now, Caroline is encouraging more local businesses to sign up to the scheme to try and become more Disability Confident in Gosport.

The challenge is part of a national campaign run by the Disability Confident scheme, which supports employers to increase the diversity of their workforce and offer opportunities to disabled jobseekers, including work experience, apprenticeships, work trials and employment.

The Disability Confident kite mark also sends a powerful signal to disabled candidates that if they apply to that firm they can have confidence their needs and concerns will be understood and supported.

The new Disability Confident sign-up scheme was launched at the end of last year and builds on the success of the previous 'Two Ticks' scheme. More than 4, businesses have signed up to become Disability Confident so far. Local MP, Caroline Dinenage, has welcomed the launch of a Government initiative designed to help veterans access the support they need as quickly as possible. The 'Veteran's Gateway' website, which was launched this summer, brings together a wealth of information and provides a first point of contact, helping users to access support without delay.

Many of the team are veterans themselves, so have first-hand experience of the issues that people face after leaving the Armed Forces. Advisers, who can be contacted by phone, email, text of live chat, work with people on a one-to-one basis, and the service operates hours a day. Finally, social instability risks include high crime in certain of the countries in which IGT PLC operates due to poor economic and political conditions, riots, unemployment and poor health conditions.

If IGT PLC is unable to protect its intellectual property or prevent its use by third parties, its ability to compete in the market may be harmed.
